Families in Transition

Oregon City School District's Families in Transition (FiT) program works with families, school staff, local agencies and the community to identify students who may qualify for additional services according to the McKinney-Vento Act, which defines the rights of students who live in housing situations that are not fixed, regular or adequate. 

Thank you for filling out the referral form about an Oregon City School District student who may be experiencing houselessness or housing instability.  The FiT Team will follow up with all students and families who are referred to determine program eligibility and available resources.

Service to homeless students includes:

  • Enrollment assistance

  • Transportation to/from school, if feasible

  • Receive free or reduced meals

  • Community resource referrals

Rights:

  • Go to school, no matter where they live or how long they have lived there

  • Continue in the school that they last attended before becoming homeless

  • Receive transportation to the school they last attended

  • Enroll in school without giving a permanent address

  • Enroll & attend classes while the school arrange for the transfer of immunization records or any other documents required for enrollment

**  These rights are established under the McKinney-Vento Homeless Assistance Act, Title X, Part C of the No Child Left Behind Act

Who Qualifies:

Anyone lacking a fixed, regular and adequate nighttime residents including:

  • Doubled up, sharing housing due to loss of housing or economic hardship

  • In a motel, trailer park or campground

  • In an emergency shelter or transitional housing

  • Living in cars, parks, public spaces

  • Not in the custody of a parent or guardian

  • Migratory student

Foster care:

Substitute care for children placed by  the Oregon Department of Human  Services or a Tribal child welfare agency  away from their parents and for whom  the department or agency has  placement and care responsibility,  including placements in:

  • foster family homes (known now as  "resource parents")

  • foster homes of relatives

  • group homes

  • emergency shelt ers

  • residential facilities (Not OYA, juvenile  detention, mental health treatment)

  • child care institutions and pre-adoptive homes.

Under the Every Student Succeeds Act (ESSA), children experiencing foster care have the  right to:

  • Remain in their school district and school of origin, for the duration of time in foster care,  even when their foster home placement changes and/or they are living outside of their  school boundary.

  • Immediately enroll in school, with or without all required documents typically needed to  enroll.

  • Automatic eligibility for free school meals.

  • Participate in school-related activities.

  • Transportation to their school of origin, as requested by the ODHS caseworker
